With a strict and professional evaluation benchmark system, National University Assessment for undergraduate teaching is an important national authoritative event held by Ministry of Education to evaluate the baccalaureate degree programs and associate degree programs offered in institutions of higher education. It is a systematic quality assurance system and an effective monitoring mechanism to maintain the university accountability. The focus of the evaluation is on teaching performance, and quality is the key to demonstrate its level. The benchmarks include but not confined to the mission, motto, schooling level, result satisfaction, operation qualification, effectiveness, quality of nurtured talents, etc. The whole event follows three phases: internal evaluation and improvement, external expert panel observation, university improvement. The expert panel to perform evaluation is selected from the MOE National University Assessment Expert Database created by the MOE Higher Education Teaching Evaluation Center which hosts 1369 members.
